Description:
(1828-1890) 33rd Speaker of the House of Representatives. While Penna. state senator, served with First Troop, Philadelphia City Cavalry in 1861 and as captain in 1863 during the Gettysburg Campaign. Provost Marshal at Gettysburg in days before the battle, had same role at Columbia, Penna. during that battle. US Rep (D) 1863-90, Speaker of the House 1876-81, played prominent role in establishing Democratic Party policy and was considered for the 1880 & 1884 Democratic presidential nomination. As Speaker, consolidated House rules and thus strengthened the powers of the speaker, giving that office more control over House procedures, including the ability to assign bills to committees, limit the length of time granted for debate over major bills, and to suspend temporarily the rules. He was also first chairman of the permanent House Rules Committee. 9 ¼ x 7 autograph album leaf signed as “Speaker H of R’s 44th Congress” adding March 2 1877 date, next-to-last day of the Congress.
