(1925-1995) California Republican politician, USMC in WW II & Korea. Practiced law before returning to Washington as VP Nixon's aide. Manager of Nixon's 1960 presidential campaign against John F. Kennedy. In 1966, Finch was elected 38th Lieutenant Governor of California, receiving more votes than Ronald Reagan, who was elected Governor. During 1968 presidential election, Finch was Nixon's first choice as his running mate but Finch declined and Nixon chose Maryland Governor Spiro Agnew. Senior adviser in 1968 presidential campaign, Secretary of Health, Education and Welfare 1969-70. Left HEW to be Counselor to the President to 1973. Lost GOP nomination for US Senate in 1976 to S.I.
