Description:
(1855-1935) Secretary of the Interior 1920-21 (Wilson). Chicago lawyer & Democratic politician, elected local judge 1893. Senior partner in Winston, Payne, Strawn and Shaw, president of Chicago's South Park Board 1911-24. At the outbreak of WW I, Payne was counsel for the Emergency Fleet Corporation and the National Railroad Administration, then Chairman of the US Shipping Board 1919-20. Chairman of the American Red Cross 1921-35, organizing it to support local welfare efforts during both the deflationary period after WW I and the early years of the Depression. His donation of 50 paintings in 1919 and $100,000 in 1932 led to the founding of the Virginia Museum of Fine Arts in Richmond. ISP, 7 ¾ x 6 ¼ b&w borderless halftone photo seated at desk signing papers, inscribed to noted collector Edgar A. Moss, his backstamp on verso, pencil dated May 1920 on back by Moss.
