(1746-1813) Member of Continental Congress 1775-77 from New York, one of Committee of 5 to draft (with Franklin, Adams, Jefferson and Sherman) a Declaration of Independence. He was, however, absent when document was signed having left to join New York convention, helping to draft 1st NY Constitution and becoming first New York Chancellor 1777-1801. First Secretary of Foreign Affairs 1781-83. As Chancellor, administered oath to Washington on his Inauguration as 1st President April 30, 1789. Sent with Monroe to France to negotiate Louisiana Purchase 1801, Minister to France 1801-04. Partner with Robert Fulton in development of steamboat. 1 x 3 clipped signature tipped to slightly larger marbled paper piece. With steel engraving for framing.
