(1826-1904) Mass. US Rep (R) 1869-77, Senator 1877-1904. Championed civil service reform, opposed annexation of Cuba & Philippines while Senate Foreign Relations Committee Chairman. One of the managers appointed by the House in 1876 to conduct impeachment proceedings against Secretary of War Belknap. Hoar fought political corruption, campaigned for the rights of African Americans and Native Americans, argued for women's suffrage from 1886, and opposed the 1882 Chinese Exclusion Act. As a member of the Congressional Electoral Commission, he was involved with settling the disputed 1876 presidential election. He authored the Presidential Succession Act of 1886, and in 1888 was chairman of the 1888 Republican Convention. Overseer of Harvard University 1874-80 and from 1896 to his death. 4 ½ x 7 ½ autograph album page signed while Senator, adds “Mass” under signature. Undated but ca. 1883.
