(1822-1873) South Carolina US Rep (D) 1849-59, Chairman of Committee on Indian Affairs 1853-55, Speaker of the House 1857-59. Delegate to 1860 Democratic National Convention at Charleston, member of 1860 secession convention, one of 3 commissioners sent to Washington to treat with the Federal Government for surrender of forts in Charleston Harbor. CSA Senator 1861, served in CSA Army. Special commissioner sent to President Johnson to negotiate establishment of provisional government for South Carolina in 1865, member of 1865 State constitutional convention. Elected Governor as a Republican 1866. Apointed Minister to Russia by President Grant Dec. 1872, died in St. Petersburg May 5, 1873. Partly printed 10 x 7 DS as House Speaker, completed in another hand, Washington, February 2 1859, to Sergeant-at-Arms A. J. Glossenbrenner. He is commanded to summon Jedidiah Rand of Rye, New Hampshire, to appear before a Select Committee of the House appointed Jan. 18, 1859 to inquire into certain charges against officers of the Navy Department and at Navy Yards. Beach is summoned to appear at 10am on February 8th. Blind embossed seal, countersigned by Clerk J. C. Allen. The 35th Congress ended on March 3, 1859. Jedidiah Rand (1808-1892) was keeper of the Portsmouth Whaleback Lighthouse 1849-53.
