(1897-1982) US Air Force general, Air Force Chief of Staff 1953-57, Chairman of the Joint Chief of Staff 1957-60, 1st member of the Air Force to serve in that role. USMA 1918, transferred to the Air Service in 1919. For 15 years he flew fighter aircraft while attending the Air Corps Tactical School and the Command and General Staff College. When WW II broke out in Europe he was assigned to the Air Staff operations division; in 1942 he was sent to the So. Pacific as Chief of Staff of Allied air forces in that area. In January 1943, he was promoted to Major General in command of the 13th Air Force On 1 Feb. 1943, the Navy rescued Twining and 14 others near New Hebrides Islands after they had ditched their plane on the way from Guadalcanal to Espiritu Santo and spent 6 days in life rafts. That November he went to Europe to take over the 15th Air Force from Jimmy Doolittle. On Germany's surrender, Hap Arnold sent him back to the Pacific to command the B-29s of the 20th Air Force in the last push against Japan. On 20 Oct. 1945, he led 3 B-29s from Guam to Washington via India and Germany, completing the 13,167-mile trip in 59h30m. He was named to head the Air Materiel Command and in 1947 took over the Alaskan Air Command. After 3 years he was set to retire as Lieutenant General but when Vice Chief of Staff Muir Fairchild, died, he was elevated to full General and named his successor. When General Hoyt Vandenberg retired in 1953, Twining was selected as Chief of Staff. During his tenure, massive retaliation based on airpower became the national strategy. In 1957, President Eisenhower appointed him Chairman of the Joint Chiefs of Staff thru 1960. His decorations include the Distinguished Flying Cross and he was elected to the National Aviation Hall of Fame in 1996.
