(1786-1857) New York politician, leader of the “Albany Regency”, State Comptroller 1823-29, State Supreme Court justice 1829-31. US Senator 1831-32, coined phrase “spoils system” 1832 regarding political patronage. NY Governor 1833-39, Secretary of War 1845-49 (Polk), Secretary of State 1853-57 (Pierce). As Secretary of State, he issued a circular to US diplomatic agents abroad recommending that, whenever practicable, they should appear in the simple dress of an American citizen; in 1867 his recommendation was enacted into law by Congress. Marcy negotiated the Gadsden Purchase with Mexico and dealt with a Canadian reciprocity treaty, Commodore Perry's negotiations with Japan, a British fishery dispute, and the ostend Manifesto. His portrait appeared on the US $1000 Silver Certificate issued between 1878 & 1891. Mount Marcy is the highest peak in New York. 7 x 4 1/2 ALS to a Boston collector, Washington, February 28, ny (most likely 1857, while Pierce's Secretary of State), sends this note to comply with a request for his autograph. From a small collection of 1857 autographed letters, making this most likely written and signed while Pierce's Secretary of State.
