(1842-1914) Army officer with 6th Cavalry in Civil War, fought Central Plains & Southwestern Indians 1867-94. Promoted to Colonel June 1897, transferred to 3rd Cavalry, commandant of Cavalry School at Fort Riley to 1898. In Spanish-American War, promoted to Brig Genl USV in May, Maj Genl after victory at El Caney in July. Chief of Staff to Genl. Leonard Wood, Military Governor of Cuba, late 1898- May 1900, Colonel USA May 1899. Sent to China in July 1900 to head US Army China Relief Expedition, part of international force sent to rescue Western citizens and put down the Boxer Rebellion. Played key role in advance to Beijing and its capture August 14, relieving embassy staffs and other Western nationals. Maj Genl USA Feb. 1901, Military Governor of Philippines July 1901-Oct. 1902. Led Dept. of the East Oct. 1902-Oct. 1903. Lieut. Genl Jan. 1904, Army Chief of Staff 1904-06. Autograph sentiment ("Yours truly") signed on a 2 3/4 x 3 1/2 card as Brigadier General USV. No date or place but likely Cuba, May-July 1898.
