(1839-1918) US Army engineer, Major General in Spanish-American War, Military Governor of Puerto Rico, 1st Military Governor of the Panama Canal Zone. He joined the 11th Connecticut Infantry in Nov. 1861 as a company quartermaster sergeant and fought in several major battles, including Antietam, working up in rank in the volunteer force to Major before he mustered out in April 1866. In Jan. 1867, Davis joined the 14th Infantry, and, as a Captain was an assistant engineer on the project to build the Washington Monument, being among the featured guests at the 1885 dedication ceremony in 1885. Davis invented, arranged and perfected the elevator machinery that brought stones to the top of the project. Later, he became VP of the construction company that was to build the Nicaragua Canal and chairman of the international board of consulting engineers on the Panama Canal. In 1895, he filled on opening on the Antietam Battlefield Board that helped oversee its preservation and monumentation culminating in the establishment of the Antietam National Battlefield. At the outbreak of the Spanish-American War, he was promoted to lieut. Colonel of Regulars, and Brig. Genl. Vols. From May 1898-March 1899, he commanded the 2nd Division, 2nd Army at Camp Alger and Thoroughfare Gap, Va., Camp Meade, Penna., and Camp Fornance, So. Carolina. Davis commanded the Dept. of Pinar Del Rio in Cuba 1898-99. He was promoted to Major General July 1902, retiring 1903. He was (1st) Military Governor of the Panama Canal Zone May 1904-May 1905, Chairman of the Central Committee of the American Red Cross 1907-15. 2 3/4 x 3 1/2 card signed as Brig. Genl U.S.V.; undated but 1898-99.
