(b. 1920) US economist, one of only 2 persons (Elliot Richardson the other), to hold 4 different Cabinet positions. Secretary of Labor 1969-70 (Nixon), (1st) Director of the Office of Management and Budget 1970-72 (Nixon), Secretary of the Treasury 1972-74 (Nixon); Secretary of State 1982-89 (Reagan). As Secretary of Labor, he forced Pennsylvania construction unions to admit a certain number of Blacks by an enforced deadline, 1st use of “racial quotas” by the US government. As Treasury Secretary, he co-founded the "Library Group," which became the G-7. He was president and director of the Bechtel Group 1974-82. Appointed by Reagan as 60th Secretary of State, served 6 ½ years. When Gorbachev came to power in 1985, he advocated Reagan pursue a personal dialogue with him which resulted in Dec. 1987 Intermediate Range Nuclear Forces Treaty, a milestone in the history of the Cold War.
