(1918-2009) US lawyer, 72nd US Attorney General 1977-79 (Carter). He practiced law at King & Spalding in Georgia 1948-61 and before and after his service as Attorney General. President Kennedy appointed Bell, co-chairman of Kennedy's Georgia presidential campaign, to the 5th Circuit Court of Appeals in 1961, resigning from the bench in March 1976 to return to King & Spalding. In Dec. 1976, President Carter nominated him to be Attorney General and he served to Aug. 1979. Unprecedented, Bell posted publicly every day his 3rd party contacts, incl. meetings and calls with the White House, members of Congress, or other non-Justice Dept. individuals, to rebuild confidence in the Department of Justice. He led efforts to pass the Foreign Intelligence Surveillance Act in 1978. The Carter Administration, advised by Bell, greatly increased the number of women and minorities serving on the federal bench. He successfully led negotiations to divide the 5th Circuit (spanning from Georgia to Texas) into 2 courts: a new 5th Circuit based in New Orleans and an 11th Circuit based in Atlanta. Bell also led efforts to professionalize the FBI after Watergate and recruited 8th Circuit Judge William Webster as Director. After Bell resigned as Attorney General, President Carter appointed him as Special Ambassador to the Helsinki Convention. He was a member of the Secretary of State's Advisory Committee on South Africa 1985-87, Vice Chairman of President George H. W. Bush's Commission on Federal Ethics Law Reform in 1989, counsel to President George W. Bush during the Iran-Contra affair investigation, and Chief Judge of the US Court of Military Commission Review 2004-07. 4 ˝ x 6 pale yellow autograph album page adding “Attorney General”
