Description: (1870-1929) Ind. Rep. 1905-11, Secty Navy 1921-24 (Harding-Coolidge). Criticized for allowing transfer of administration on naval oil reserves from his dept. to Interior Department in 1921, his signature on Teapot Dome oil land leases involved him in the scandal but he was never accused of corruption. He resigned to lessen embarrassment on President Coolidge.
